Semicolon ; Why and what?

Alright, cant figure this out and wish it didn't exist. What purpose does the semicolon have and can I disable it? It's a minor thing but when I press that button on the keyboard it activates the chat bar. The entry doesn't do anything like / would for commands.

I can't find it in the keybinds to disable it.
