Some people object to the American system of quotation/punctuation rules and find the British system to be much more logical, including some reputable American sources.

Although if you were going completely by the British rules, he would use single marks instead of doubles, but whatever.

And I was pointing out that the American rule for punctuation in regards to quotations is silly, and he may have intentionally did it the way he did.

If he knows the difference, one could make a case for it being closer to a difference of opinion rather than just being completely incorrect.
