You should never expect a quake.
early days on p99 they were random with generally long periods of time between them. then they tried the 1-3 and 0-3 quakes per month. It just made people upset at staff when there wasn't a quake. It was never coded to randomly happen nilbog or rogean had to push the button. In my opinion with how the community communicates it's desire for quakes, I wouldn't do them either. Meaning most people come off ungrateful demanding more.
