Game Mechanics: Splitpaw Level Requirement

Upon attempting to zone into Splitpaw with a level 1 character on the Red99 server, I receive the following message and am teleported back to the bridge in South Karana:
"You are not yet experienced enough to pass through an inter-planar portal."

Most higher dungeons require level ~5ish, it's to prevent abuse.
