I am currently leveling a nec he is level 19 iksar. I am basically naked i have like 30 plat what items should i get?

don't buy any items. 30 plat won't even cover your next spell buy. spells + levels for a necro >>items.
Find some nice bronze/ringmail/fine steel droppin critters and readdress the question if you have 200 plat lying around after your next spellbuy.
