Start with an earthquake. Camera shake on Odus, global emotes. Then Throw some elementals and heretic ghosts in Toxx. Put in a temporary npc, faction neutral, a Heretic (or maybe just Erudite)Investigator, who will task the pc's to kill the new threats and return to him with information (drops: a tattered banner of Old Paineel, an archaic Heretic coin, a shattered / twisted key, and the like) concerning them and their origin.

Once he gets a few of them, our npc can make his grand announcement that these creatures are escaping the ruins of Old Paineel, and it is up to our pc's to check this out... but, since the hole had been sealed so thoroughly and long before the earthquake cleared the debris, nobody is known to have a key to the magical seal which had been placed by the fleeing Heretics of old.

This equals a big fat quest to find the key, (and, of course, return it to our pal the npc) which can be in any number of places (whole, or in parts). Certainly one can imagine that Miragul might have had one, the Oracle of K'Arnon might have one in exchange for some previously uncatalogued knowledge, etc...

At any rate, once the Investigator has been given the key he can hand out titles or some such to the weeners, and proclaim his confidence that the city fathers of Paineel will deal with the unrest emanating from the Hole; while "wink, wink - nudge, nudge letting everyone know that anybody with further interest (and plat to back it up) can talk to his "sister", Rallia Hapera about procuring a copy for their very own.

Or, something like that.

The actual event was called "The Hole Uncovered." (lol)

Lore-wise, the Hole was sealed in order to quarantine a contaminated section of Old Paineel, where a ruptured planar portal was spewing out massive amounts of elementals from the Underfoot. The series of books should tell you pretty much what happened to break the seals.
