Sword of Runes - pet level for process?

What level will this begin to process for pets? I get the will is not strong enough to command this weapon on my lvl 2 enchanter pet. Just curious when it kicks in. It seems to be processing though since I do get that message

Why is this even on green? it was an obvious bug that could be exploited. They usually "correct" those things, so why not this one, too?
