Quest Issue: Amulet of Planar Transferrance no longer recharging properly

Topic pretty much says it all. I am always going up to sky to use the mana batteries and today I randomly got this message on the clicky that takes me up there to recharge mine and everyone else's:

You may not combine these items in this container type.

I did some digging and found this post from nilbog on the topic that is relevant:

I then identified 2 sky items including the amulet, I saw that the Amulet is not flagged to be rechargable, and I definitely recharged it as recently as yesterday.

Can we get this fixed easily?
This amulet is very relevant to my class and it is the safest way to get myself out of the most dire situations. I have a fraps that demonstrates how necessary this is to a wizard in the late game.

this needs to be fixed - CH necklaces get recharged weekly using guild wizard sky neck

Update:
Item recharges once more. Possible that either I or the item was bugged. Lore still needs updated and Item still does not work within sky, but this can be moved to resolved since we have the other thread.
