Faction for scout charisa turnin

Curious if the scout turn in can be done on amiable faction instead of ally. I can receive the quest at amiable from Leuz in SS. Evidence I found that it can be done with amiable faction is here (bottom post by Nilblog) however it was in 2014:

Can anyone confirm that this is still or is not the case?

If they give you the quest then your faction is fine for turn in. I was not ally on my warrior when I did it.
