Toolset Delivery Quest not working

So I recently tried doing this quest from Wenglawks Kkeak in Kael Drakkel on my lvl 51 War. I receive the voucher for tools from Wenglawks, and am told to take it to Kellek Fellhammer in the next room to get the tools. When I give the voucher to Kellek I get nothing in return.

flagged this up in beta and FA was done about fixing it.

suggest you double chk on faction required....that could be the issue.

The quest requires amiable to complete.

I have added his bad faction message for next patch.

That would explain it then, since I'm still dubious. Was going by the Wiki, and it didn't mention anything about faction. Thank you for the responses.
