What kind of vaccines are you talking about? Some diseases can affect those who haven't had the opportunity to yet be vaccinated, like fetuses. Measles around a pregnant woman, and that unborn baby is at risk.

And no vaccine is 100%. It's just a line of defense. It can be overcome. So many people who think they are protected are not. Introduce someone or several who purposely tries to taint the system, and you can get an outbreak.
