Cultural tradeskilling?

Did this come in with Kunark, or was it shortly afterwards? I kinda miss the unique racial armours etc being in the game, even if they weren't always fantastic.

In fact, is there any cultural/racial tradeskilling in the game at the moment?

If we stuck to the exact timeline the first racial recipes would be implemented around August 20th, 2011.
