Spells: Modulating Rod

When cast this spell will no longer create a mod rod for my target instead will give me the rod. Is this working as intended?

This is the way it should work. You have the option of dropping the rod, using it yourself, or giving to someone else.

Yeah I always remembered this spell being a self only cast, like all other summon spells for mages, that you'd have to give or drop for someone else.

Yeah, it was made targetable when they made the rods so you couldn't make huge piles of them on the ground.
