Yeah, they're a bit random. Maybe the original devs made a mistake. Or maybe they just take joy in the suffering of players.

Anyway, here's a map indicating where they are:

The KoS NPC I found was all the way in the back of the big Kelethin-style guild hall, so you can run on the side of the dock farthest away and he won't aggro. There should be at least one other inside, too.

After further exploration, I found both the food merchant and the weapons merchant were both indifferent to me, so these are usable by iksar/evils after reaching dubious with the rest of FV, even without sneak.

The best part so far is being able to kill pirates and drolvargs without having to worry about the drixies flying up and backstabbing me. Hooray!

I had a Erudite SK over there and he was Dubious, so I got a bind at the bank. One day when I logged in I was running towards the docks and a human female caster NPC in white robes nuked me and killed me (I was only level 11).

When I spawned back by the bank, she decided she still hated me as she strolled by so killed me again [You must be logged in to view images. Log in or Register.] Luckily by the time I popped again she had moved on [You must be logged in to view images. Log in or Register.]

Was it Vrionele? She hates me too! I'm not sure what her main faction is, but it's not FV.

I must have swarmed grachnist camp hundreds of times on 2 diff bards, they max'd out every faction so long ago. never thought of the benefits really. but its a super easy camp with any lvl 40+ bard, 50+ is better though, can play 2 songs or 3 and they all die within 3-4ticks.
