As far as the LEOSA, it overrides State law.
Only the portion of law that prohibits carrying a firearm in general, and not the sections that determine where a person can carry. Some states verbage for those restrictions only cover their own on-duty law enforcement, some cover 'any law enforcement officer', some say 'authorized law enforcement' which opens up the debate for what constitutes as 'authorized'.

What's even more funny, is that if an off duty cop is carrying in another state under LEOSA, they can't go into a school because of the federal Gun Free School Zones law. That law specifically says that it doesn't apply to anyone licensed within that state (which opens it up for states that issue licenses to determine their own laws with school carry), but that means someone carrying in the state under LEOSA doesn't have a license within that state and is still bound by GFSZ.

Would anything actually be done about that? Probably not, because it would require a federal officer to arrest and charge.

they are technically still bound by that state's laws which dictate where they can carry
As far as the LEOSA, it overrides State law.
§ 926B. Carrying of concealed firearms by qualified law
enforcement officers
(a) Notwithstanding any other provision of the law of any
State or any political subdivision thereof, an individual who is
a qualified law enforcement officer and who is carrying the identification
required by subsection (d) may carry a concealed firearm
that has been shipped or transported in interstate or foreign commerce,
subject to subsection (b).
(b) This section shall not be construed to supersede or limit
the laws of any State
that—
(1) permit private persons or entities to prohibit or restrict
the possession of concealed firearms on their property; or
(2) prohibit or restrict the possession of firearms on any
State or local government property, installation, building, base,
or park.

The FGFSZ also technically applies to out of state concealed carry permits although again is never enforced.

Gotta love that commerce clause....

Negligent homicide sounds good for starters. Or depraved heart murder in some states.

First, its not his job to block a door, or to act in the interest of public safety. Blocking a door when there ISN'T a mass shooting taking place is also illegal. Go figure you can't block a fire exit under any circumstance. They teach this in grade school. This kid sniffed too many poppers.

Second, he acknowledges he heard people trying to get out. That's enough confession to indict on multiple charges.

He is not a police officer. He had no right to do that, shooting aside. While I'd like for some big charges to shake his tree, I'd be happy with at least the same charge I would get if I went to a bar, pushed a dumpster in front of a fire exit, and sat in front of it declaring my intent while letting the police know that I blocked a fire exit.

At least get this fuck a misdemeanor so we can keep the faith that god is good.
