is this item actually available in game as the upgrade to the Mystical Back Straps? and how do you upgrade?

I dont think those are in the game yet.. the lesser version is though.

sky is weird, its seems most quest are awarding the proper item, but some are already awarding the upgraded versions

Of course you haven't seen them, Your main is level 20.

P.S some version of that item is in-game. Just not the completed one.
