NPC Spawn Issue: Travis Two Tone slow spawn

Hello!

Travis Two Tone seems to spawn really slow, about once every 30 minutes. Anyone else noticed this?

Should be 21 minutes. Is it longer than that?

the Bards at that lvl used to be on a 6 min spawn timer, that was one of the things that made them attractive to kill.

Yes, I noticed this on my mage. It was my first time killing him and I grew bored of waiting for him to respawn (long after the six minutes) and left.
