I don't see any other guild being able to bring that level of DPS. Maybe the Asgard/Forsaken/Taken conglomerate can run an open PoGrowth raid and bring that level of DPS to kill Tunare. On this topic - Running a Growth raid should earn you access to Tunare, to prevent guilds from leapfrogging after a 4 hour clear. That would be mega shitty. Killing Ali or something should give you access to a Tunare attempt once the zone is clear.

Eh I don't mind FTE too much for *most* targets. But some things it's shitty on.
Statue for example, Rampage did a good job FTEing it and holding a kite of their train. That mob is fine to FTE. Since not much clearing is required. Something like Tunare that you have to clear an entire zone to engage or Cazic Thule 2.0 when he is added... Those are really shitty to FTE. It just becomes a game of who will devote too many resources to clearing trash only to get leapfrogged on the final mob. I mentioned this during beta regarding ToV and people ignored it though. Certain things really should not be allowed to occur like leapfrogging a guild after they've cleared half the zones trash. But... That's a topic for another thread sorry to derail.

I would guess her nuke could randomly break the root allowing you to move back up but I definitely recall it still being a huge nuisance to deal with. EDIT - My recollection is clearly not Velious era because only like 2 guilds killed her in Velious. But the root effect was talked about in 2002 and ways to cope with it are also discussed on Allakhazam. So I doubt it was added afterwards... I'll check April 2001 spdats to see if it's in there. However judging by her loot we are dealing with a late 2001/2002 version anyways.
