Does race matter? and whats best to put into starting stats?

I'd go all dex. Procs for PvP (skean, tash orb, blind whip) and fewer missed notes when every keystroke counts.

I wouldn't put any points into charisma on Red. I did, about 5 or 10; but I wish I had put them into dex for proc rate in PvP. You can always carry a couple high-cha pieces. At 60, I barely charm at all except to farm, and that's usually low-level mobs that never resist or break charm.

Dex isn't so hard to get, and cha isn't that important. Even with base cha + gear you won't see many crit resists.
