Having trouble

Hello there I have been away for a couple months and id like to start back up but I need to apply Project 1999 Files (V39) and im having trouble doing so, when I go to Dl the file and open it, it makes internet explorer crash, no idea what im doing wrong, can someone please help =)

Consider using Firefox to get the files, or reinstalling IE.

IE is just a tool microsoft includes in windows to download a better browser (chrome or firefox).
