Quest Issue: Captian Ashlan eating orc scalps

I tried to do the Orc Scalp quest in Highpass and Captain Ashlan just takes the scalps. I am indifferent to the guards.

Did a search and nothing came up.

hmm that scratches my idea then, thought it might have been the same problem i had with the Knight card and the dwarf in ocean of tears, 4 at once gave nothing, 1 at a time worked fine

This problem is at it again. He just eats the scalps, turned in four at a time or one at a time, and gives no reward. The strange thing is I did the turn in just a few minutes earlier, and accidentally auto attacked the NPC, so I got aggro. Zoned the aggro, went back in to try and keep doing the quest. Could engaging in combat be what fucks this quest?

Captain Ashlan was killed by Orc NPCs. When he respawned I tried turning in one scalp, still no reward.

Confirmed - I am amiable and I tried handing in one scalp and got no response and no exp.

Just tried to replicate this.

He accepted singles and multiples without issue.
