Default Need a magical genius's tech help

So, without running admin (Admin on p99 for me causes 10x more issues than non admin)
How can i grant the game permission to make changes? Everytime i leave EQ completely, my UI resets back to what it was ages ago. (Like its using my first time on each particular char /ex'ing as a permanent default setup)
Spells, chat settings are perfectly fine. However, Hotbuttons, any custom ones made in the action window, button position, these are all reset to that "default" from long ago. Been fighting with this for about a month, and have yet to actually find a fix of any kind.
And just to have it out there. Running with admin doesnt allow the update of anything visually dynamic in game. Buffs wont show in window, stats wont change visually from buffs, /char wont show a new bind location etc.

Are you running EQ in the default installation directory, something like c:\program files\everquest?

If so, copy the folder out to somewhere else, say c:\Sony\Everquest. (make sure to update your shortcut to point to the new location)

UAC plays havoc with EQ in the default installation directory.

Moved the entire folder to downloads...If this fixes everything once these servers come back up, i owe you a cookie.
