Quest Issue: The Lottery Ticket / Orc Pawn Picks

The quest "The Lottery Ticket" in East Freeport does not appear to be rewarding the faction hits that it displays.

After turning in four Orc Pawn Picks to Tohsan Hallard, it displays positive hits for CoalitionofTradeFolk, KnightsofTruth, MerchantsofQeynos, and CoalitionofTradefolkIll. However, after turning in the quest multiple times and then killing a Freeport Militia member, which is a negative hit for CoalitionofTradeFolkIll, it still says that faction could not possibly get any worse.

The positive hit for CoalitionofTradeFolk doesn't appear to trigger, either. After going from indifferent to apprehensive for killing Rebby Willend (once), doing the Lottery quest 34 times (136 picks) still has not returned that faction to indifferent.

Tohsan is definitely giving the positive faction hits, but I believe they are too low.

If someone can do this quest on eqlive and screenshot the correct faction adjustments, I can update it. Other option is to arbitrarily assign new values, which I'd rather not do.
