NPC Spawn Issue: Elf skeleton in Befallen

Hi there, I most be closing in on a 100 kills by now and had the head drop 5 times, 0 hilts. Has this been overnerfed or is it bugged somehow?

Also shouldn't it be instant cast time on here?

Took me 18 hours of camping the elf skeleton in befallen to finish the thex mallet, which seems pretty harsh. During that time, I got 2 hilts and 1 head.

i got it in 6hours off-and-on for 3 days....

it does seem like such an awfully rare drop rate as compared to the comments o.O
