Ahldagor mentioned WWII, where bombs were dropped on Hiroshima and Nagasaki (not to mention all of the pacific islands we blew up in testing). Using nuclear weapons on ANY COUNTRY would severely damage the soft power/foreign approval rates for whatever country used the weapons.

The only country that might get away with it is Israel, and that approval is probably limited to the US population anyway. I could see that.
