Below I made a little chart of when the last level mobs are dark blue for.

Level Lowest Level Dark Blue
60 46
59 45
58 44
57 43
56 42
55 41

Below is a list of mobs and their levels and hit points.

In Burning Woods, it looks like there are 10 mobs that can be level 44 or higher so still dark blue at 58. I just always hated that zone because there isn't a lot of good pull spots as wanderers always seem to jump in, there are caster mobs which really suck, Sarnaks with SOW (or have been sowed by the other Sarnarks), most mobs have high hit points, visibility is kind of crappy with all the trees and worst of all, there can be multiple Gullerbacks and some summon.

High greens (formerly dark blue) aren't always a bad option. They're 1/2 the experience but many times you can kill them twice as fast.
Level 45 mobs are still DB at 60

Nothing beats 56-57+ solb efreeti leveling. That shit is so fast it'll make your head spin, and things can go south really quickly if you're not paying attention so it's exciting too!
