frequent/constant disconnects w/o warning

I am assisting a friend to get started on P99. Every time he logs into the game, he is booted back to character select after a few minutes. He's had zero lag and 64ms latency. we have done several re-installs, modem/router resets, disabled firewall (and DMZ'd his local ip address)...and still frequent disconnects.
Also, tried the duxaui multi core fix.

He's running on a Dell Inspiron Laptop
intel (CORE)i7-3537U, 2 Ghz
8GB ram
Windows 8, 64 bit OS (even tried running eqgame under the different compatability settings)

I can't think of anything else to do...PLZ HELP!
