Does Velious remove HYBRID penalties?
Does Velious retain RACIAL penalties?

I need some clarification please, as I have heard 100 different things and it doesn't make any sense.

From my understanding hybrid penalties were removed, and racial penalties were kept.

If so, was it at launch, or patched in later into Velious, pre-luclin?

as far as timeline, no idea
