Spells: Can't scribe Shadow Step

I am a level 5 necro and can't scribe this level 5 spell. The error message in my chat box says something about me having to be level 8 to scribe it.

Can't scribe Deadeye either. Get the same error message. Also, once the bug hits, I can't drop the spell scroll, open any bags, trade/drop/pick up any other items until I log out then in.

update spell file, no such thing as getting spells at lvl 5 for a necro. 1-4-8-12 etc etc
