Double Attack weird?

HI all. I've just logged in for the first time since the 6/15 patch. Does it seem like Double Attack is not firing much?

I have a log running right now. I've slaughtered a few L28ish mobs as a paladin with a 1h weapon. I have not seen double attack fire once yet.

Weird rolls or is there something going on? Anyone know?
