There are two different runes of attraction, Azia and Beza.

Whichever one you are using is the wrong one.

I've also found two different runes of attraction, they don't stack on each other but neither have any name that indicates the different.

Anon is correct though, and the combine does indeed work as long as you are using correct rune.
