can't combine tarnished weapons and water

My smithing is 86, the other day I thought I would try to advance it abit more. I made a few tarnished weapons to break down into ore but for some reason water and tarnished would not combine. I was in oggok, neither of the two forges worked, am I doing something wrong or is this a bug?
