NPC Spawn Issue: Missing Sirran text

The first paragraph in this screenshot... doesn't exist on p99. I'm curious why Sirran says it, and/or what prompts him to do so.

no mention in this writeup...but it looks like it happens on harvester island and is probably an early clue about the link between the squad ring quest and the secret text to get him to spawn sister of the spire.
