Game Mechanics: Paineel Guard Faction

I'm not kos to Paineel and all the npcs but the guards and like one undead ghoul are kos.

The reason why I think this is screwed up is because I have been factioning off Emmisarys and Erudin guards and my Heretic faction has improved making the wandering Shadow knights in Toxx Indifferent.

Um, what exactly is the bug? Sounds like you have been killing one thing and it isn't giving faction to the paineel guards. Is it supposed to? Can you provide a link showing this? perhaps Zam might have info ?

Another note you may find interesting..

I was running around a blue threat guard and it took about 15 sec for it to decide to come at me.
