NPC Spawn Issue: Evil Eye

Not sure if this is a bug or not but just wanted to get clarification.

I killed the evil eye earlier and he dropped nothing. Doesn't all named mobs that have a common/rare drop supposed to drop one or the other all the time? Well since manastone is no longer on the loot list, does this affect the common drop now?

As far as I know he should be dropping the bag all the time now...

Fixed, pending update.

He was/is dropping bag at 70% instead of 100%.
