For me, doing the gnoll fang quest was a non-negotiable. Even if they are nerfed, it's still one of the funnest things to do in Everquest. Also you get moonstones and you take those to another NPC for a little more EXP. This along with living in Blackburrow made it EZ to zoom to level 15 or so then head to Unrest.
I'm trying out CB Belts at the moment, Crushbone and the Kelethin Bank are closer than Blackburrow and Qeynos Bank. Plus there is a better chance to get buffs from a higher level player in GFAY vs Qeynos hills for example. Do you do one of the quests, or both? if so, why?

Gnoll fangs.
With the amount of twinking, buffs are almost superfluous at the point on blue server at least, but always welcome. Fewer to be had in and around Qeynos, but also less competition for quest turn-ins. And there are bandit sashes a few zones over for added xp/coin. The Qeynos bank is farther but fangs stack whereas CB belts/pads don't. Killing in Crushbone also comes with negative DE faction hits. IMO the OG devs probably saw how popular the quest was and decided to include a higher level version in Kunark with canine teeth from gnolls on steroids. That said, there is quite a bit of nostalgia for pre-nerf orc scalps. Miss the days when the average commonlands orc could drop one.

Gnoll fangs, hands down. Qeynos in general is the best area for noobs, not just the gnoll fangs but a bunch of other quests to do as well. Steamfont was as good, maybe even better, but not since they removed all but one kobold hut. Yes, if you want to group, and or access the tunnel or druid/wizard rings for porting Freeport is superior, but for pure noob xp Qeynos is best. No other starting area has anywhere near the range of quests available.

Qeynos feels like a cohesive game realised from creativity. Fay feels like filler for a game created through a checkbox process.

On a fresh server starting from scratch? Gnoll fangs.
Levelling an alt? CB belts by far.

Gnoll Fangs, even after the XP nerf to them. They give more xp for longer, CB Belts die off shockingly fast, I could've sworn they were good XP for a lot longer at one point but by like level 9 or 10 iirc they're not that great.
Also fun fact, it's a bit of a trek, but there's a quest in Halas for 3x gnoll fangs I think in the warrior arena, idk if the devs missed it on their XP pass whenever that happened (if I'm even remembering that right), but that shit gave like a full blue bub at something past level 20. I remember when I was doing my solo warrior thing I had some extra teeth and was shocked how much XP it gave for what level I was, genuinely made me consider just laying waste to all of blackburrow for awhile and do a huge teeth haul up to halas.

Gnoll fangs are my preference. They stack and don't create encumbrance. Also, roaming the hills killing gnolls exposes you to the rabid wolf/bear quests, which are good exp/cash for a noob, and the transition into sashes is smooth.

I'm team CB Belts mostly because Kelethin is peak EQ starting zone, crushbone is the most iconic newbie zone, and Qeynos to the west is the most desolate baron wasteland that you could delete from the game and it would impact nothing.

Rabid animal pelts, gnoll fangs, bandit sashes, lightstones can aggressively get you into the late teens. Then you just walk over the EK for like, the best leveling to 25 or 26 in the game, to SK for an easy trip to like 35+ especially if you're a druid or a wizard for gating to qeynos to hand scrolls in. Unrest and Mistmoore are dope if you have someone powerleveling you and the zone to yourself, but soloing there is cancer and grouping in those places is kinda shit unless you again basically have the entire zone to yourselves. If you're camping main room and there's someone in the back room, you might as well leave, you're getting like 10 mobs every 22 minutes with xp split across 6 people, it's really not that good. The time you waste with dealing with trains and corpse runs simply isn't worth it, just go to EK, chill the fuck out on the side of a mountain, and chain pull things to your hearts content. Plus grab a sewing kit, I make about 1k plat every time I level a character through there from the crag spiders.
