I was told it may be due to the latest patch files, from the getting started page. But, my hotbars keep resetting every time I zone. I fresh installed, to see if that's the issue, but it's the same issue. Can't run as admin, as I get the error: "Windows cannot find eqgame", but it works if I run it normally. If I run eqgame.exe it says to run EverQuest.exe. I tried both installing to program files, and to it's own seperate folder outside of program files.
Edit: This is only on green, blue works fine.

Is it the entire Hotbar resetting or is it only the last 4 slots (7-10) ?

Maybe the character config files (.ini) are read only, so the changes you are making are only sticking for that session until you exit the game?

Are you using Win10? Because I absolutely hate win10 and all of it's mind boggling security "features". I do a lot of audio production, and software that I depend on and have used for years under xp and win 7 won't function no matter what I do, because the software needs to write information to places windows won't let it. There's no opting out of these insanely restrictive security features, even if your PC is completely isolated from the internet (which my work computer is).
EDIT: Oh, yeah if it's the last four only that's a pretty well known bug, that will hopefully be fixed sooner than later.
