Racial Crafting restrictions?

I have fairly simple question. Can a human craft dwarven racial plate armor?

No. No race can craft any armor except their own cultural (except maybe half-elves that can do human/elf armor).

Nay, half elves got left out of the cultural game sadly. They do have the benefit of being able to wear a lot of armor from both humans and elves, but they have yet to develop a style of their own.
