Scale UI elements independent of resolution?

Using the default UI on a 1920x1080 resolution, I preferred windowed mode but I prefer the UI elements at on a larger scale (lower resolution). Is there any way to adjust the UI to achieve this?

Im hoping it would be as simple as changing some xml line entry.
