NPC Spawn Issue: Highpass Citizens

According to the wiki, unless I am wrong and there is other proof out there, a Highpass Citizen is currently taking longer than the five minute respawn timer that is listed.

Please don't use the wiki to report bugs. The wiki is not the authority for how the game should work. Find evidence from 1999-2001 that describes the behavior you expect.
