Full Screen Issues

I run EQ on a vista box, and I don't think its a resource issue. But everytime I switch to fullscreen, I get a "flash", almost like a refresh look. It doesn't affect the game unless I click in certain spots, then the game minimizes back to windowed mode.

Any thoughts? I can provide system details etc. if this isn't a common issue.
