Allakhazam indicates this NPC should be level 61.

What the heck is Varant doing? Puting a level 61 npc out? the highest a person can get is 60. And what is it doing in a zone where tons of 15-30s are runnin about? This is a major city with lots of little uns. Same thing goes for those blasted spiders and Vekis.
