Tooltips Missing

So, this weekend I noticed that my client no longer displays any tooltips upon mouseover. I am not sure when this started happening. When I mouse over spell gems, buffs, items, etc, I get no mouse over at all. Has anyone else seen this?

Doesn't the "Enable Context Menus" button in Options > General do this?

I've had this happen a couple times. Restarting my computer fixed it.

The "Enable Context Menus" setting did not work, however a reboot did solve my problem. I'm guessing it is somehow dual core related.
