Default New Chat Anti-Spam?

After this past Sunday's patch, I've been noticing some new chat anti-spam feature. As a new player, how am I supposed to interact with NPCs for quests and quest advancement when I can't speak. I can't even shop at the EC tunnel anymore.

[QUOTE=Rogean;2178785][B][*]Rogean: Accounts with characters under level 5 will now be subject to the following chat limits across all public channels:
  • 2 Messages per 10 seconds.
  • Messages must be under 80 characters.
  • Messages must contain 70% Lowercase alphabet.
/QUOTE]

Shouldn't take long to hit level 5.

EDIT: Not to mention, 80 characters is plenty for NPCs. 2 messages every 10 seconds is also plenty to do just about any interaction you need til level 5. Yeah, it sucks that we have to have a filter in the first place, but I was one of the people suggesting they implement something of this nature to combat the recent spammer we've had.

Level 5 comes quickly, and you don't actually -need- to interact with, well... anything in the EC tunnel to get there. If you're worried about selling stuff, you could either just bank it til 5, or wait for someone to auction WTB the item you have (Under level 5 is probably bone chips and pelts, so it happens often) and just /tell them.

Since I just joined P99 a day before the patching, I created several alts just to get a feel of which class to become my main. So none of them are higher then L.4. But I think the spam timeouts are a lot longer. I know I can chat in /guild no problem but I wonder if that counts against the spam timeout? Even emotes are being restricted hehe.

Emotes are a public channel. /Guildchat is not.

What about tells? I just rerolled on red and people (guildies, peeps I met on here, etc.) keep trying to /tell me and I can't hold a conversation because the spam filter is denying me.

Tells are considered a private channel by us but for the purpose of the spam filter it does apply to them, because it is necessary to prevent new accounts from mass spamming tells to the entire server.

Be more specific if possible. How many conversations, and were all of them simultaneously going on?

/shrug Buckle down for an hour or so and push one of them to 5? If you truly feel lockouts are longer than 10 seconds, petition or bug report forums. But I mean... Rogean is here responding to you so...

None of these spam rules would prevent a character from interacting with an NPC.

Additionally, the spam filter does not prevent the server from processing a message against NPC's. NPC's will still react as long as it doesn't hit the 1 message per half-second limitation. If it hits the sub-5 spam filter it will just not be delivered to other players, but NPC's still see and process it.
