It's probably declining due to Velious not being promoted/advertised and everybody's sick of Trakanon #4732746.

No while they had a chokehold on end game raiding, fresh grew to almost the same size as empire, while the server pop grew to 300+. The good guys and you started posting and flaming and after that complete and total failure people started leaving.

Definitely is the ducks, the azraels, the ggs, and the people that quit guilds over soe swords that cause the pop drops on red.
