Does the effect stack with normal regrowth? Am I missing something here? Would this make me a MUCH more effective power leveler? (I am a 59 druid)

Stacks with tunics regen, not spell.

The post-nerf stick isn't too useful on a druid. On a shaman, however, it is god-like. It stacks with the tunic and is clickable at 35. At 35 with just those two items the regen is insane.
I have the tunic + stick combo on my 55 shaman. I still use the stick since it's a mana-free regrowth. Helps save mana. Sow boots instantly overwrite the buff and removes the snare. Good for emergencies. | ||

It'd be good for a Druid with a manastone but otherwise I couldn't see the point of having it.

Should stack with Regen line if you had SoW above Regen in classic. Push for this change and this staff becomes more useful than a 35-50 shaman leveling tool.

now that I use torp, having regen seems like very situational.. so to jut flip it on and click it off whenever would probably be mana efficient.. I'm going to get one.
