Mouse Highlighting Issue

I can't put my cursor over my spells to see which are which, my buffs to see how long, etc etc.

I can hit alt to get all to display but i cant mouse over to see the normal information.

Any hotkey fix Im missing? I've essentially hit every button on my keyboard at this point.

Shutdown computer and restart. Sometimes thrice.
