Modani Qu'Lani Not Spawning!?

Been trying to get this mob to spawn to do a turn in and I have been doing it for hours and hours over a couple days now. Im in the location it states and im killing the two wandering scorpions that roam around the circle and into the empty room. 540 -940

It's the static spawn inside the room where the patrol roams.
