Spells: Dictate works on any level

You're able to Dictate red con mobs @ level 60 currently, isn't this supposed to be capped @ 58? People are abusing this on Blue to kill Stanos.

ZAM has sirran listed as lvl 65. When did sirran go and get 10 levels in a patch?

Sirran is definitely not level 65 on p99 (just con him), but on the old everlore archives it shows him as being level "60/63". I only briefly skimmed over the comments but it was weird to me that no one said anything about his level. So which is correct?

not disagreeing about sirran being uncharmable, but from loraen's other post is looks like nothing should be "flagged un-xyz-able" until much later.

You can dictate any mob in the game currently that isn't flagged uncharmable. You have to deal with normal MR resists on higher level mobs (dictate isn't "unresistable" just huge -MR mod) but level plays no role.

states that Sirran should be charmable. Just defending our devs here because I think it is classic. I just think its such a huge balance issue that it should not be in regardless; you can basically kill the bee queen with 1 enchanter, 1-2 riposte monks, and 1-2 dt whores, and this is a mob that is unclassically as hard as the avatar of war dps wise.

Anyway for whatever reason nilbog seems to avoid these charm immunity/plane of sky balance threads like the plague so I don't anticipate anything happening here.
