The PHs for Sir Edwin Motte are not de-spawning at the Mountains of Rathe Spawn point in the Inn near the Feerrott zone line as they should.
Instead the only way to change the spawn is to kill the PH and wait for the next to spawn per the zone spawn timer of 6 min and 40 some odd seconds.
